All the project surveyed in the first phase will been analyzed and synthesized in order to highlight lessons learnt and to better understand how energy services can be more efficiently scale up and replicated.
The study will indentified the good practices for scaling up energy access programs and highlight some opportunities for further research to build deeper understanding of the successful projects, and to identify the steps necessary for scaling-up and replication.
A special attention will be draw to the following elements that defines the framework for scaling up:
The innovation (appropriate technology, financial mechanism, capacity building, etc.)
Environment (political, economical, social and cultural context, other contextual factors, ...)
User community or organization (people or institution expected to adopt and implement the innovation,
Stakeholders and involved organizations (role of key actor, networking strategies, joint planning and actions implementation, innovative partnerships, etc.)
Scaling up strategy (type of scaling up, dissemination and advocacy, organizational process, costs and resources mobilization, monitoring and evaluation (M&E), momentum maintaining, etc.)
All this information will be consolidate in a "good practice guide"
