The scheme described below presents the conceptual framework for scaling up analysis which will be consistently applied throughout the study and for the good practice guide elaboration. It is an adaptation of the conceptual framework developed in the publication “Scaling up health service innovations: a framework for action” (R. Simmons a, J. Shiffman, 2007 – WHO).
By using this conceptual framework of analysis, the objective of the study is to better understand the strategic planning and management of the scaling-up process, in order to give guidance and tools to programme managers, donors and technical assistance providers who face the challenge of scaling up sustainable architecture & energy innovations.
Scaling up is portrayed as an open system of five elements that interact with one another: the innovation, the user organization, the environment, the resource team or organization and the scaling up strategy.
The environment refers to the conditions and institutions which are external to the user organization but fundamentally affect the prospects of scaling up. Example : political and policies context, socio-economic and cultural conditions, institutional framework, geographical and climatic specificities, social capital and capability, etc
The innovation refers to the appropriate technology, energy service and other practices that are being scale up. Example: introducing a new appropriate technology, strengthening an energy service or a financial mechanism to access energy services, etc.
User community or organization refers to people, organizations or institutions expected to adopt and implement the innovation.
Stakeholders and involved organizations refer to the organization and/or institutions that seek to promote and facilitate wider use of the innovation.
The green oval represents the environment of the project and the black boxes the three elements detailed above which interact with the scaling up strategy. The six blue boxes represent the leverages that have to be activated to carry out successful the scaling up strategy: the creation of a favourable institutional, social and political context, the demand generation, capacity building, resources mobilisation, as well as organisation, monitoring and evaluation of the scaling up process.
